Program Description (Background)

JOB SUMMARY: The primary function of the Assistant WASH (Engineer) is to support the delivery of the WASH hardware activities in the coordination and guidance of the supervisors. Assist in assessments, planning, preparation of BoQ, specifications, drawings, implementation, supervision, management of the financial, material, and other resources under the WASH and infrastructure program.

Support installation of piped water networks, repair, and maintenance of pipelines, and fixing leakage required. Supports the installation of pumps and generators and proper operation of surface pumps, submersible pumps, and generators for safe water supply systems. Delivering the Sanitation, waste management (hardware) component to Health facilities, IDPs, refugee camps and host communities as required. These will have a strong link to ongoing or planned water and sanitation and other IMC core sector programs.

MAIN TASKS AND RESPONSIBILITIES

Assessment

• Assist with conducting the rapid needs assessments including analysis and household-level assessments.

• Supports the WASH Team in transitioning needs identified into activity plans and budgets.

Program Design and implementation

• Support the delivery and implementation of the aims and objectives of the WASH response program in line with the WASH strategy.

• Support the development of concept papers, letters of intent, proposals, and budgets for assigned WASH areas.

• Deliver the designed technologies for water, sanitation, and solid waste systems for the health facilities, IDPs, refugee camps and host communities.

• Serve as technical focal person for activities related to water (plumbing, pipeline network installation and managing day to day water system operation, and leakage maintenance at each point of the system to ensure supplying of required quantity of safe water) to the refugee, IDPs and Local community.

• Serve as a technical focal person for sanitation activities (plumbing, latrine construction, and managing daily sanitation operations), to ensure supplying required sanitation services to the refugees, IDPs and Local community.

• Serve as a technical focal person for activities related to waste management/IPC and managing daily operations, to ensure supplying required waste management services to the refugee, IDPs, and Local community.

• Actively participate with community volunteers in identifying locations/sites for WASH infrastructures (latrines construction/rehabilitation, borehole drilling/rehabilitation, etc.) in the beneficiary communities and coordinate closely with CHVs to identify informal settlements in host communities.

• Responsible for on-site maintenance of structures including fixing and repairs.

• Monitor day-to-day activities of contractors and skilled and unskilled laborers.

• Organize training sessions and participate in facilitation in health facilities, IDP camps, Schools, and host communities for O&M activities and determine the necessary materials needed for each campaign/activity.

• Prepare and submit the PR to the logistics and financial section.

• Work with the WASH team to identify priority areas to improve International Medical Corps emergency response capacity.

• Ensure that SPHERE and WHO standards (both qualitative and quantitative) are considered through the program cycle and are well documented.

• Provide regular updates on progress, priorities, and challenges - verbally and in writing to supervisor as required.

• If assigned, collect water samples from households and water sources and conduct quality tests using the Del Aqua Kit Record for all results of the water test.

• In consultation with M/E to provide accurate raw data for WASH Hardware program delivery. In addition, provide input for monthly and quarterly WASH reports and prepare monthly progress reports according to donor standards and templates, internal reports, and M/E reports for concerned sectors.

Information and Coordination

• Provide regular WASH updates on progress, priorities, and challenges – verbally and in writing to supervisor as required.

• Represent International Medical Corps in governmental and non-governmental groups as needed and agreed with the supervisor.

• Other duties as assigned.

MINIMUM QUALIFICATIONS

• Typically, bachelor’s degree, water and sanitation engineering, civil engineering, or relevant technical WASH specialization.

• At least one year of work experience designing and implementing water and sanitation systems in IDPs, refugee and migrant contexts, maintaining sanitation systems, and implementing hygiene promotion programs, including two years in a humanitarian setting; or equivalent combination of education and experience.

• One year of experience supervising contractors and interacting with international staff, partners, and donors.

• Field experience managing national water, sanitation, and hygiene programs in complex humanitarian settings, including emergency responses.

• Experience in a national emergency and early recovery phases, including assessing and delivering adequate water supply and sanitation interventions in humanitarian and development contexts.

• The ability to effectively analyze complex problems and suggest a solution that would have a positive impact.

• Ability and understanding of the WASH sector and its software and hardware components.

• Competent in using Windows and other software.

• Ability to effectively present information (both written and verbal) and respond appropriately to questions from senior managers, field counterparts, and senior government officials.

• Ability to understand sex-related challenges within the beneficiary groups.

• The ability to read, write, analyze, and interpret, technical and non-technical, in the English language is required.

Job Requirements

Additional Technical or Language Requirements

Preference will be given to qualified candidates from Kankia and Charanchi LGAs; thereafter, candidates from other LGAs within Katsina State will be considered. Demonstrated proficiency in AutoCAD for preparation and interpretation of engineering drawings; knowledge of ArchiCAD or similar design software is an added advantage. Strong skills in Microsoft Excel and Word, including preparation of Bills of Quantities (BoQs), technical reports, work plans, and progress tracking tools. Practical experience in field supervision of WASH infrastructure works, including water systems, sanitation facilities, rehabilitation projects, and quality assurance. Experience in conducting site assessments, measurements, cost estimation, and contractor/artisan supervision. Membership or registration with COREN, NSE, or other relevant professional engineering bodies will be an added advantage.
