QUALIFICATIONS MINIMALES
• Licence en logistique, gestion de la chaîne d'approvisionnement, commerce international, administration des affaires ou domaine connexe, ou une combinaison équivalente de formation et d'expérience.
• Minimum de 3 ans d'expérience en dédouanement, transit, expédition de fret, logistique ou opérations d'import/export, de préférence dans des ONG, humanitaires ou dans le développement international.
• Connaissance pratique des procédures douanières, des processus d'import/exportation, des exigences réglementaires et de la documentation d'expédition.
• Il est préférable d'avoir une expérience en coordination avec les transitaires, les officiers douaniers, les fournisseurs de transport et les autorités gouvernementales ou réglementaires concernées.
• Solides compétences organisationnelles avec la capacité de gérer plusieurs tâches et de tenir des dossiers précis dans un environnement dynamique.
• Bonnes compétences en communication, coordination et résolution de problèmes.
• Maîtrise des applications Microsoft Office et des systèmes opérationnels pertinents.
• Maîtrise de l'anglais requise ; Des compétences linguistiques locales ou régionales supplémentaires sont préférées, selon le cas de la station.

POSITION SUMMARY
The Customs Clearance Officer supports the timely and compliant processing of import and export clearance activities for goods and supplies required for IMC operations. Working closely with customs and regulatory authorities, logistics service providers, and internal teams, the role helps ensure accurate documentation, compliance with applicable requirements, and the smooth movement of shipments.

MAIN TASKS AND RESPONSIBILITIES
• Support communication and coordination between IMC and customs, regulatory, and other relevant authorities on matters related to import and export clearance.
• Liaise with freight forwarders, customs brokers, transporters, subcontractors, and other logistics service providers to facilitate customs clearance activities.
• Prepare, review, and submit customs declarations, permits, waivers, exemption requests, and other shipping and regulatory documentation, as applicable.
• Track and trace shipments from origin to destination and provide regular status updates to relevant stakeholders.
• Coordinate with procurement, warehouse, program, finance, and other internal teams to ensure complete, accurate, and timely documentation for clearance activities.
• Assist with the receipt of goods by verifying quantities, condition, and documentation against purchase orders, shipping documents, and manifests, and report discrepancies.
• Support transport arrangements and related formalities to help ensure timely delivery of cargo.
• Follow applicable customs regulations, trade requirements, internal procedures, and documentation standards.
• Identify and escalate delays, non-compliance risks, or discrepancies affecting customs clearance processes.
• Maintain organized and accurate records of clearance activities, documentation, approvals, and communications for compliance and audit purposes.
• Contribute to improving customs clearance and shipment documentation processes through accurate recordkeeping and timely follow-up.

MINIMUM QUALIFICATIONS
• Bachelor’s degree in Logistics, Supply Chain Management, International Trade, Business Administration, or a related field, or an equivalent combination of education and experience.
• Minimum of 3 years of experience in customs clearance, transit, freight forwarding, logistics, or import/export operations, preferably in NGO, humanitarian, or international development settings.
• Working knowledge of customs procedures, import/export processes, regulatory requirements, and shipping documentation.
• Experience coordinating with freight forwarders, customs brokers, transport providers, and relevant government or regulatory authorities is preferred.
• Strong organizational skills with the ability to manage multiple tasks and maintain accurate records in a fast-paced environment.
• Good communication, coordination, and problem-solving skills.
• Proficiency in Microsoft Office applications and relevant operational systems.
• Fluency in English required; additional local or regional language skills preferred, as applicable to the duty station.
• Attention to detail and ability to work under pressure while maintaining accuracy and compliance.
