QUALIFICATIONS MINIMALES
• Généralement, un baccalauréat en médecine, soins infirmiers, santé publique ou domaine connexe, ou combinaison équivalente d'études et d'expérience.
• Minimum de trois ans d’expérience en gestion de programmes de santé en milieu humanitaire, de préférence avec une ONG internationale.
• Connaissance des principes humanitaires, des normes et des mécanismes de coordination, ainsi que des politiques, directives et protocoles du secteur de la santé dans le pays d'opération
• Excellentes compétences en communication, en relations interpersonnelles et en leadership, ainsi qu’une capacité à travailler efficacement avec diverses équipes et parties prenantes.
• Solides compétences organisationnelles, de résolution de problèmes et de prise de décision, ainsi qu’une capacité à établir des priorités et à effectuer plusieurs tâches à la fois dans un environnement dynamique et complexe.
• Bonne maîtrise de MS Officer, principalement MS Word, MS Excel et MS PowerPoint.
JOB SUMMARY
The Health Officer is responsible for planning, implementing, and monitoring health programs in the assigned area, ensuring the delivery of quality and accessible health services to beneficiaries. The Health Officer works closely with the Health Coordinator, other sectoral teams, local partners, and health authorities to address health needs and gaps in the emergency response.

MAIN TASKS AND RESPONSIBILITIES
• Conduct rapid health assessments and identify the priority health problems and needs of the affected population.
• Design, implement, and evaluate health interventions, including primary health care, reproductive health, mental health, disease surveillance, outbreak response, health promotion, and referral systems, in line with the humanitarian standards and best practices.
• Supervise, train, and mentor the health staff and volunteers, and ensure they have the necessary skills, equipment, and supplies to provide quality health services.
• Monitor and report on the health program activities, outputs, and outcomes, and ensure timely and accurate data collection, analysis, and reporting.
• Coordinate and collaborate with the health authorities, other humanitarian actors, and community leaders to ensure complementarity, avoid duplication, and enhance the quality and coverage of the health services.
• Support the integration of cross-cutting issues, such as nutrition, Protection, WASH, into the health program.
• Work closely with the supervisor to ensure timely spending of the activity budgets and provide input in forecasting of activities.
• Contribute to the development of health proposals, budgets, and reports, and ensure compliance with the donor and organizational requirements and regulations.
• Participate in health coordination meetings, technical working groups, and other coordination forums, and represent the organization in relevant external events.

MINIMUM QUALIFICATIONS
• Typically, bachelor's degree in medicine, nursing, public health, or related field, or equivalent combination of education and experience.
• Minimum of three years of experience in health program management in humanitarian settings, preferably with an international NGO.
• Knowledge of the humanitarian principles, standards, and coordination mechanisms, as well as the health sector policies, guidelines, and protocols in the country of operation
• Excellent communication, interpersonal, and leadership skills, with the ability to work effectively with diverse teams and stakeholders.
• Strong organizational, problem-solving, and decision-making skills, with the ability to prioritize and multitask in a dynamic and complex environment.
• Good user of MS officer mainly MS Word, MS Excel and MS PowerPoint.
