Program Description (Background)
Humanitarian Access Initiative (HAI) Facilitator (Community Mobilizer)
The Humanitarian Access Initiative (HAI) is a flagship localization and community-led engagement component of the Caafimaad+ Consortium, implemented in partnership with the Institute of Development Studies (IDS). The initiative seeks to strengthen humanitarian access, accountability, and community influence in decision-making by positioning communities as active partners in humanitarian programming rather than passive recipients of aid. The HAI model promotes a "Community First" approach, ensuring that community priorities, risks, local solutions, and access constraints directly inform humanitarian coordination, planning, and service delivery through Area-Based Coordination (ABC) platforms.
The HAI Facilitator (Community Mobilizer) will serve as the primary link between communities, humanitarian actors, and coordination structures. The position is responsible for organizing and facilitating community reflection groups, storytelling sessions, community dialogues, learning and dissemination activities, and community-to-ABC interface meetings. The facilitator will support the collection and analysis of qualitative community narratives, document emerging risks and community-led solutions, and ensure that local perspectives are systematically incorporated into humanitarian planning and response processes.
Within Galkacyo South District, the facilitator will work across targeted communities on a rotational basis, supporting regular engagement with diverse community representatives, local leaders, women, youth, marginalized groups, and other key stakeholders. The role will contribute to strengthening community early warning systems, identifying access barriers, supporting rapid assessments when required, and facilitating community feedback and accountability mechanisms. The facilitator (Community Mobilizer) will also contribute to the generation of district-level situation analyses, community reports, and evidence products that inform Area-Based Coordination forums, humanitarian partners, and local authorities.
The position requires strong facilitation, communication, community engagement, documentation, and analytical skills, with the ability to build trust and maintain neutrality while working closely with community members and multiple stakeholders. The facilitator (Community Mobilizer) will operate under the technical guidance of the HAI Focal Person and contribute to the broader goal of promoting community-led humanitarian action, improved humanitarian access, localized decision-making, and more responsive service delivery.
